City departments and community organizations will be available to answer questions about utilities, home repairs, legal help, safety services and more. The city will also provide free pizza, refreshments and a gift for attendees, according to event materials. "Come get your questions answered and learn about resources that support your home and community," the city writes. [**City of Albany*](https://www.albanyca.gov/City-Calendar/2026/Homeowners-Tenants-Resource-Fair-2026?ref=albanyscanner.com) Albany does not have a traditional rent control ordinance, but it does have a [mandatory Rent Review Program](https://www.echofairhousing.org/rent-review--eviction-programs.html?ref=albanyscanner.com) under Municipal Code Section 5-25\. The program applies to qualifying rent increases and requires landlords to participate in mediation. Approved by [Albany City Council](https://www.albanyscanner.com/topic/albany-city-council/) in 2018, the program was established through [Ordinance No. 2018-2](https://www.echofairhousing.org/uploads/2/1/8/2/21829448/ordinanceno201802.pdf?ref=albanyscanner.com) and regulates most residential rental units in Albany. ECHO Housing, the Eden Council for Hope and Opportunity, handles program administration and helps Albany tenants and property owners alike.
